RECOMMENDED ACTION (Motion):
Staff will provide an update on the status on the Meyers Road and Molalla Avenue Phase III construction projects and support a discussion by the City Commission on the proposed goal.

BACKGROUND:
Goal 2: Address Critical Facility Needs

* Complete the design and begin construction of the Meyers Road extension and the Molalla Avenue reconstruction project.

The Meyers Road Extension, located between High School Avenue & Hwy 213, is identified in the 2013 Transportation System Plan as project D46 - Meyers Road West Extension. This extension of Meyers Road will help to serve many purposes including:
· Relieving congestion on Glen Oak Road; and
· Providing a new access through the area to foster future development of land parcels adjacent to the road; and
· Providing access for the Oregon City School District Transportation and Maintenance Facility, a future park at the corner of High School Avenue, and an additional access (from the south) to Clackamas Community College.

The design work is 95% complete. Final design and bid package items are on hold awaiting clarification on collaboration with Oregon Department of Transportation (ODOT) and the impacted property owners. Recently the City received confirmation on an award of $250,000 grant from the State’s Immediate Opportunity Fund which will help support some of the improvements slated for the ODOT ROW. All aspects of the project as related to design, work with BPA, and work with Clackamas Community College are on track. Outstanding items of concern remain related to private property acquisition and the ODOT grant of access for the new Meyers Road connection. The overall project goal of beginning construction in the spring of 2019 is slipping as we await the ODOT grant of access and property access. Completion of the project by the end of 2020 remains a project goal.
