Public Works Department - Meyers Road and Molalla Avenue projects (Goal 2)

RECOMMENDED ACTION (Motion):
Staff will provide an update on the status on the Meyers Road and Molalla Avenue Phase III construction projects and support a discussion by the City Commission on the proposed goal.

* Complete the design and begin construction of the Meyers Road extension and the Molalla Avenue reconstruction project.
The Meyers Road Extension, located between High School Avenue & Hwy 213, is identified in the 2013 Transportation System Plan as project D46 - Meyers Road West Extension. This extension of Meyers Road will help to serve many purposes including:
• Relieving congestion on Glen Oak Road; and
• Providing a new access through the area to foster future development of land parcels adjacent to the road; and
• Providing access for the Oregon City School District Transportation and Maintenance Facility, a future park at the corner of High School Avenue, and an additional access (from the south) to Clackamas Community College.
The design work is 95% complete. Final design and bid package items are on hold awaiting clarification on collaboration with Oregon Department of Transportation (ODOT) and the impacted property owners. Recently the City received confirmation on an award of $250,000 grant from the State’s Immediate Opportunity Fund which will help support some of the improvements slated for the ODOT ROW. All aspects of the project as related to design, work with BPA, and work with Clackamas Community College are on track. Outstanding items of concern remain related to private property acquisition and the ODOT grant of access for the new Meyers Road connection. The overall project goal of beginning construction in the spring of 2019 is slipping as we await the ODOT grant of access and property access. Completion of the project by the end of 2020 remains a project goal.
Molalla Avenue is a key corridor for all travel modes connecting the Oregon City Regional Center with Clackamas Community College and Clackamas County Red Soils Campus; as well as connecting the residential areas on the west side to the commercial areas on the north and east sides. Currently, the corridor is uncomfortable, unwelcoming and unaccommodating for those walking, biking or accessing transit. When complete the project would include:
• continuous bike lanes along the entire corridor;
• 10 foot wide continuous ADA compliant sidewalks, street trees and pedestrian level street lighting along the west side of this developed corridor;
• ADA compliant ramps along both the east and west sides of the corridor;
• transit amenities along both sides of the corridor;
• street furnishings; improved access management; and
• more convenient and safer street crossings.
At this time the project Consultant service agreement and the Intergovernmental Agreement for project funding with Metro have both been executed. Status on the design work is as follows:
• Traffic Analysis: Traffic counts are done. The technical analysis on lane configurations and intersection designs at Clairmont & Gaffney are underway.
• Geotechnical: All field work complete.
• Design: Survey work is essentially done with refinement surveying expected to continue as corridor alignment and width details reach clarity.
• TriMet: Walked the corridor with the consultant team and discussed transit stop locations.
• Public Outreach: Kick-off meeting is complete, outreach planning is underway. The first Public Open House is scheduled for March 2019.
