RECOMMENDED ACTION (Motion):
Provide staff direction, motion to recommend approval or denial of request for use of Jon Storm Park by Willamette Jet Boat Tours.

BACKGROUND:
Staff has been approached by Willamette Jet Boat Tours (WJB) for the use of the Jon Storm Dock to load and unload passengers. Their request would extend for the entire season. It would involve hourly embarking and debarking at the dock. Projected capacities initially would be limited to 25 patrons. The number of patrons could potentially increase as we move through the opening phases of the governors plan for reopening.

WBJ has requested placing two A-frame signs in the park to provide direction to its customers for how and when to board. They state that all rides will either be pre-sold or collected on board by the operator. WBJ suggested that an appropriate fee for them to pay us for use of the dock would be $2500 for the season.

Staff has a few concerns, one of the primary ones is parking availability. The lot at Jon Storm park is about 28 spaces. There are an added half dozen potential spaces on street. With hourly pick up and drop off of the WJB customers the parking could be quickly over taxed especially as we enter into phase 2 of the governors reopening plans.

In the event the WJB is allowed to move forward with their request, staff would make the following recommendations:

· Require the WJB seek alternate parking with the hotel across the street or some other arraignment that ensures parking will remain available for our citizens use of the park.
· Require the WJB name the city as additionally insured on their insurance policies.
· Require the WJB secure a city business license for Oregon City.
· Require the WJB secure sign permits through the city planning department prior to the placement of any A Frame or other signage within the park.
· Be responsible for any and all trash generated by their operation.
