Revision to Definition of Public Library in Oregon

BACKGROUND:
Because there is a small amount of funding from the State Library of Oregon which is tied to being a public library, the State Library asked the Legislature to add language to the statute defining public libraries in Oregon to clarify which institutions are elegible for these funds.
According to the newly enacted revisions, a public library must:
-provide free and equal access to library and information services to all residents of a governmental unit
-include financial support from public funds
-have regularly scheduled open hours
There are exemptions for libraries with service populations numbering less than 2,000 people.
