Willamette River Greenway - Proposed Code Amendments

RECOMMENDED ACTION (Motion):
Discuss and make recommendation.
BACKGROUND:
Staff will provide additional background following up on the previous NRC discussion on October 9, 2019.
The City is proposing changes to our Willamette River Greenway Overlay. I have attached a map of the overlay along with our Comprehensive Plan Chapter 15 and the proposed code changes.
The purposes of the amendment are the following:
1. Exempt small modifications to existing properties that are otherwise reviewed at an administrative level, such as changes to windows and doors, roofing, mechanical equipment, signs, etc.
2. Clean up the procedural language to bring it in line with our administrative and procedures in Chapter 17.50
3. Remove the restriction on residential heights, which arbitrarily singles out residential uses and is not consistent with our goals for more housing in the downtown area.
The height limits in the base zones will not be affected, nor will Historic Overlay regulations and Natural Resource Overlay regulations.
This amendment was reviewed by the Planning Commission on September 23rd and will go to the City Commission for review on October 2nd (Worksession) and October 16th (Hearing).
