Personal Service Agreement with Friends of Trees for Neighborhood Tree Planting and Pruning

RECOMMENDED ACTION (Motion):

Authorize City Manager to sign a Personal Services Agreement with Friends of Trees for 2019-2021 Neighborhood Tree Planting and Pruning Events and adopt findings in support of the award of the contract as a sole source procurement.

 

BACKGROUND:

Oregon City has engaged with Friends of Trees (FOT) to provide community tree plantings and tree education for years.  The proposed contract would continue these services throughout two planting seasons, 2019/2020 and 2020/2021. The focus of this project is to increase canopy coverage along public rights-of-way and in residential yards in select neighborhoods within Oregon City. The goal is to plant 206 trees, prune 100 trees, and provide all necessary technical support and training to assure project success.

 

FOT’s successful coordination of community tree plantings in Oregon City demonstrates that the organization is uniquely qualified to undertake this project. Over the last four years, Friends of Trees has worked with over 500 volunteers, donating over 2000 hours of their time (a $45,500 value), to plant 294 trees throughout Oregon City neighborhoods. This contract is a sole source contract; in prior years the city sought additional bids and found that Friends of Trees are the only qualified organization in the region that provides this type of service.

 

The program is funded through the Planning Division's Tree Mitigation Fund, and has been accounted for in the existing budget.
