RECOMMENDED ACTION (Motion):

Approval to move forward with the proposed Urban Renewal Stakeholder Advisory Committee process                     

 

BACKGROUND:

Based on the discussion at the September 18, 2019 Urban Renewal Commission meeting, staff has revised the propose process to include additional Oregon City citizens as stakeholders on the Advisory Committee.  The three identified organizations have been identified as non-voting members of the Advisory Committee. A committee survey has been proposed earlier in the process to allow for up front input that will add information for the Advisory Committee to consider and additional meetings have been proposed to allow for more discussion concerning the positive and negative impacts and perceptions of the District and to discuss whether the District should be closed or remain open. The objectives of the Advisory Committee have been expanded, which will provide guidance for the Advisory Committee as they progress through the process.  Staff has proposed an Urban Renewal subcommittee, which would include up to three Urban Renewal Commissioners, to work with staff to review, and interview if necessary, Advisory Committee applicants.  The subcommittee will bring a recommendation of Advisory Committee Stakeholders to the Urban Renewal Commission for consideration and approval. The additional meetings and public engagement will increase the proposed budget and is reflected in the budget impact below.

Goal 1 of the City’s 2019-2021 Goals and Priorities includes the following:

 

Determine how to proceed with the Urban Renewal Program in Oregon City through further discussion with the Urban Renewal Commission and public outreach/input.

 

The attached proposal will create an Urban Renewal Stakeholder Advisory Committee that will be tasked with reviewing the existing Oregon City Urban Renewal Plan, engaging the community about Urban Renewal, addressing outstanding issues that are of concern with the existing plan and to make a recommendation of amendments to the Urban Renewal Commission for their consideration.  The Stakeholder Advisory Committee will take part in discussions about Urban Renewal 101, Urban Renewal projects in the City of Oregon City, recommendation of a project list, assets to the City, indebtedness and timeline of investments and community education, outreach, feedback and prioritization.
