Public Improvement Design Services Contract with Wallis Engineering for the 2020 Oregon City Roadway Reconstruction Project

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute the Contract Agreement with Wallis Engineering in the amount of $175,401.65 for design services, preparation of bid documents, and construction inspection services for the 2020 Oregon City Roadway Reconstruction (Pavement Maintenance Utility Fee (PMUF)) Project (CI 19-016).

 

BACKGROUND:

In June 2019, the updated five-year pavement maintenance plan was completed for years 2020 through 2024.

 

The project list for summer 2020 includes High Street from 3rd to 7th, as well as the intersecting streets of 4th, 5th, and 7th from High to Center. 8th Street from John Adams to Jackson was also considered, as well as John Adams from 8th to 10th. Due to concerns about budget because of the needs of the Molalla Avenue project, it has been determined to scale back the pavement maintenance project to address only those portions of High Street which will be affected by new replaced water mains.

 

Wallis Engineering is a consultant on the City's shortlist to prepare bid documents for capital projects. Public Works is seeking to contract with them for design services for the entire High Street area. Based on the water main project, Public Works will then determine what portions of the design will be bid for construction. The fee for these services, as well as construction engineering inspection services, is $175,401.65.
