Personal Services Agreement with RH2 Engineers for Design and Construction Administration Services for High Street Waterline Replacement and Storm System Improvements Project

RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute a Personal Services Agreement with RH2 Engineers for design and construction administration of the High Street Waterline Replacement and Storm System Improvements Project (CI 19-015).
BACKGROUND:
In June 2019, the revised 5-Year Paving Plan was adopted for the PMUF projects. One of the projects identified was the reconstruction of the remaining four blocks of High Street. In 2018, the first segment of the High Street reconstruction project (both waterline replacement and roadway reconstruction) was completed from S. 2nd Street to 3rd Street (four blocks). This next and final segment of the High Street reconstruction project will begin at 3rd Street and end at 7th Street. As is well documented through years of water system needs analysis and water rate justification presentations, the waterlines in this section of High Street and several side streets that cross this section of High Street need to be replaced. The pipes are old, have a history of leaks, undersized, and include the extremely outdated standard of lead-sealed joints. These conditions combined with gaps in waterline grid connectivity mean the waterline work must be completed before the roadway reconstruction work.
In addition, the city's storm and sanitary systems were evaluated. While the sanitary system is of sufficient condition, the storm system was found to have many deficiencies that must be addressed prior to the roadway reconstruction. The storm system in this area is comprised of the original combined sanitary/storm clay tile pipe. The old clay tile is undersized and in many places is shallow and structurally damaged. In addition, the roadway reconstruction project will require that all intersections must replace the sidewalk ramps to meet Federal Accessibility Standards. Properly designed and built ramp replacements will require the relocation of the existing catch basins along with associated lateral connections.
City staff met with representatives of RH2 Engineers to develop a scope of work and construction schedule for the High Street Waterline Replacement and Storm System Improvements Project. The RH2 scope includes design work outside the limits of High Street. This additional design work is appropriate to ensure interconnections are designed properly and we hope to afford work outside the High Street project ROW. Staff will strive to package as much construction work in the bid package as the budget will allow. Once the waterlines and storm pipes have been replaced, the roadway will be reconstructed as a separate PMUF project.
