RECOMMENDED ACTION (Motion):
Move to adopt Resolution 19-30 adopting updates to the City of Oregon City Addendum to the Clackamas County Multi-Jurisdictional Natural Hazards Mitigation Plan.

BACKGROUND:
The Oregon Partnership for Disaster Resilience (OPDR) worked with Oregon City Public Works and Clackamas County to develop the 2019 Volume II: Oregon City Addendum to the Clackamas County Natural Hazards Mitigation Plan as part of the County's 2019 update to the Plan. On April 12, 2019, the Federal Emergency Management Agency (FEMA) approved the Clackamas County Multi-Jurisdictional Natural Hazards Mitigation Plan. On July 24, 2019, FEMA gave pre-approval for the Oregon City Addendum to the Clackamas County Hazard Mitigation Plan pending adoption by the City Commission of Oregon City.

The City of Oregon City's Hazard Mitigation Plan was originally adopted by the City Commission by Resolution 98-39 on November 4, 1998. In 2002, Clackamas County adopted a Natural Hazards Mitigation Plan and the City was encouraged to prepare an addendum to their Plan addressing issues specific to Oregon City. In 2003, a Hazards Mitigation Plan Committee comprised of City employees, neighborhood associations, citizens, and regional organizations began the effort of preparing the addendum, but efforts stalled.

In the fall of 2008, the OPDR, along with Oregon City Public Works and Clackamas County, developed an Addendum to the Clackamas County Natural Hazards Mitigation Plan. This City of Oregon City Addendum was smaller than a full plan but built from the information that was included in Clackamas County’s Mitigation Plan. The Addendum was adopted by the City Commission on September 2, 2009.
