RECOMMENDED ACTION (Motion):
Move to approve Resolution No. 19-27, A Resolution to Adopt Changes to the Historic Review Board Policies.

BACKGROUND:
The attached proposed policy changes were approved unanimously by the Historic Review Board (HRB) on July 23rd, 2019 after several months of work sessions, hearings, and community engagement.Changes to HRB Policies require adoption by the Board with specific opportunity for comment from the Planning Commission and City Commission. The State Historic Preservation Office also reviewed the proposed changes and provided comment. Staff has incorporated changes to the policies in the attachments.

Background:
Historic Review Board (HRB) Policies were first established in 1988, under the authority of Oregon City Municipal Code (OCMC) 17.40.060, to give staff the ability to approve alterations to historic resources if the policies were met. The policies are meant to provide clear direction to historic property owners who want to gain approval without going before the Historic Review Board. The proposed changes address fences, walls, porches, decks, windows, siding, and solar panels. HRB policies apply to over 550 properties in Oregon City, including all properties in the Canemah National Register District, all designated structures in the McLoughlin Conservation District, and all designated historic Landmarks.

Public outreach for the HRB Policy Updates project included conversations with the McLoughlin Neighborhood Association and Canemah Neighborhood Association, an Open House on April 2, 2019, and an online survey. Information was mailed to all historic property owners and published in the Trail News, as well as on social media and the City website.
