Intergovernmental Agreement Between Water Environmental Services, the City of Oregon City and the City of Gladstone Related to the Tri-City Good Neighbor Program

RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission approve the proposed Tri-City Good Neighbor Program Intergovernmental Agreement.
BACKGROUND:
The cities of Oregon City and Gladstone have been working with Clackamas County's Water Environmental Services (WES) to advance new opportunities for environmental restoration, economic development, water quality improvements and community education in the Tri-City Wastewater Recovery Region. The outcome of this partnership is to build a greater community together through strategically agreed upon projects that support our economy, ecology and the community through funding provided by WES. The goals as outlined in the intergovernmental agreement (IGA) are:
1. Connect communities of Oregon City and Gladstone through improved recreational opportunities, such as pathways, parks and trails;
2. Enhance fish and wildlife habitat and riparian areas;
3. Create opportunities for collaboration and leveraging resources between the two cities and/or WES; and
4. Enhance public knowledge on wastewater treatment and surface water management and what can be done to protect water quality through education and special projects.
The IGA outlines the terms of the agreement and will create the WES "Good Neighbor Fund", which will receive a deposit of $250,000 per year beginning July 1, 2019 and ending after 10 years, which will be used for projects within the Tri-City Resource Recovery Area (Exhibit A). The funds will be allocated to each jurisdiction based on the number of equivalent dwelling units (EDU) from each city, with the initial allocation being 80% ($200,000) to Oregon City and 20% ($50,000) to Gladstone. This percentage will be updated annually based on the EDU's from each city.
