Public Improvement Contract with S-2 Contractors Inc. for the 2019 Oregon City Roadway Reconstruction Projects

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute the Contract Agreement with S-2 Contractors Inc. in the amount of $1,066,146.00 for the 2019 Oregon City Roadway Reconstruction Projects (PMUF) Project (CI 19-001).

 

BACKGROUND:

On May 22 and 24, 2019, staff solicited for bids in the Daily Journal of Commerce and the City website in accordance with City and State contracting procedures to construct the projects identified as the 2019 Oregon City Roadway Reconstruction Projects (CI 19-001). On June 6, 2019, S-2 Contractors Inc. submitted the only bid in the amount of $1,066,146,00. The bid was reviewed by City and Wallis Engineering staff and determined to be responsive and responsible.

 

The work authorized by this contract is a component of the City’s annual roadway maintenance program funded through the City’s Pavement Maintenance Fee (PMUF). This year, roads requiring only paving (roads without sidewalks) were targeted. The roads to receive a new asphalt surface as part of this contract include the following:

                     Linn Avenue (from Pearl to Glenwood Ct)

                     Hazelwood (from Barker to Hartke)

                     Vine (from Hazelwood to Telford)

                     3rd Avenue (from Blanchard to Hedges)

                     Jerome (from McLoughlin to 3rd)

                     Miller (from McLoughlin to 3rd)

                     and Ganong (from 3rd to 4th).

 

The roads in the Canemah area were chosen to address their poor condition as identified by their low PCI (Pavement Condition Index). In addition, the project will stripe a pedestrian way through the neighborhood and implement a 20-mph speed limit. Hazelwood and Vine were chosen to alleviate the road damage caused by the sanitary sewer project. Linn Avenue was chosen due to its poor condition. Work on these projects is required to be completed by September 30, 2019.
