RECOMMENDED ACTION (Motion):

Staff recommend City Commission adoption of the updated PRAC bylaws.

 

BACKGROUND:

The Parks & Recreation Advisory Committee (PRAC) exists to aid the City of Oregon City in providing ample and diverse recreational opportunities for City residents, in part by advising the City Commission, through the Community Services Director, on the implementation of the Park and Recreation Master Plan. The following partially lists the objectives and responsibilities relative to the purpose:

1.                     Maintain active communications with the Community Services Director and other relevant City staff.

2.                     Provide recommendations to the City Commission relative to parks and recreation.

3.                     Solicit citizen opinions relative to parks and recreation.

4.                     Request information from, and consult with, service organizations, special interest groups, neighborhood associations, and other professionals as appropriate.

5.                     Oversee implementation of the Parks and Recreation Master Plan through periodic reviews, updates, and recommended revisions.

6.                     Provide public meeting time for citizen input.

 

PRAC discussed revising bylaws at public meetings on February 28, March 28 and April 25, 2019.  The revised PRAC bylaws were recommended by a vote of 9-0 at the April 25th regular PRAC meeting to present to City Commission for adoption.  Attached to this staff report is a redlined copy of the changes and a clean version of the recommendations.  Minor adjustments were made for clarity with a few of the more important adjustments including:

 

                     Removal of the dedicated Pioneer Center Representative - this is supported by Pioneer Center staff and members of PRAC

                     Creation of non-voting Teen Representative to serve a one-year term.

                     Meetings must end by 10:00 PM - changed from 9:30 PM to better align with City Commission directive.
