Resolution No. 19-16, Amending Commission Policy 1-3, Public Meetings

RECOMMENDED ACTION (Motion):

Staff recommends the City Commission approve Resolution No. 19-16.

 

BACKGROUND:

Commission Policy 1-3, Public Meetings, was adopted March 5, 1997.  Revisions to this policy were discussed at the April 9, 2019 Work Session of the City Commission.  Commission questions were addressed and Commission input has been incorporated in the revised policy.

 

The changes to the policy include:

 

1. Revising the language under 5.1 Open Meetings,  that a majority vote of the governing body present can extend meetings to as late as 11:00 p.m. instead of a unanimous vote.

 

2. Addition to the language under 5.1 Open Meetings, that all regular meetings of the City Commission, Planning Commission, and Historic Review Board should begin at 7:00 p.m.

 

As you may recall, when the City Commission discussed changes to it's Rules of Procedure it also discussed the above changes to Commission Policy 1-3, Public Meetings.

 

Attached to this staff report is a redlined version of the proposed changes to Commission Policy 1-3 and a clean version with the changes incorporated. Staff recommends approval of these revisions.
