Public Improvement Contract with Blackline, Inc. for the 2019 Preventive Pavement Maintenance Type II Slurry Seal Project

RECOMMENDED ACTION (Motion):
Award the bid and authorize the City Manager to execute the Public Improvement Contract in the amount of $168,101.59 with Blackline, Inc. to provide construction services to complete the 2019 Preventive Pavement Maintenance Type II Slurry Seal Project Contract (CI 19-002).
BACKGROUND:
In accordance with City and State contracting procedures, ORS 279A.210, an invitation to bid was solicited from qualified contractors for the 2019 Preventive Pavement Maintenance Type II Slurry Seal Project as a Joint Cooperative Procurement with the City of Hillsboro acting as the administrative contracting agency. The invitation to bid was published on the City of Hillsboro's website on March 4, 2019.
The work authorized by this contract is funded through the City’s Pavement Maintenance Utility Fee (PMUF) which is used to administer the Pavement Maintenance Program and is a necessary component of the City’s annual street maintenance commitment. The condition of these streets is fair, but all the streets show signs of age through limited pavement cracking and rough surfaces.
The slurry seal treatment - consisting of a mixture of emulsified asphalt, water and well-graded fine aggregate - fills existing pavement surface defects and extends the life of the road by an estimated 5 to 7 years. Without this treatment, these cracks and rough surfaces will become more porous, allowing water to compromise the subgrade and causing the road section to fail.
The required work includes the application of slurry seal material including street preparation, neighborhood notification, traffic control, material delivery, material application, and final project cleanup. The work is set to begin no earlier than June 17, 2019, and shall be at substantial completion by September 1, 2019.
