Contract with Canby Excavating, Inc. for the Construction of the Meyers Road Extension Project (CI 17-001)

RECOMMENDED ACTION (Motion):
Award the bid and authorize the City Manager to execute the Contract Agreement in the amount of $7,218,786.00 with Canby Excavating, Inc. to provide construction services for the Meyers Road Extension Project.
BACKGROUND:
In April 2017, the City hired OBEC Consulting Engineers to provide design services for the Meyers Road Extension Project. The project was identified in the City's Transportation System Plan (TSP) to provide a safe and multi-modal connection for motor vehicles, bicycles, and pedestrians travelling along Meyers Road. The Meyers Road Extension Project will provide a safe and multi-modal connection for motor vehicles, bicycles, and pedestrians travelling along Meyers Road, in addition to serving many other purposes:
· Relieving congestion on Glen Oak Road; and
· Providing a new access through the area to foster future development of industrial land parcels adjacent to the road; and
· Assisting in addressing transportation capacity concerns and alternative mobility targets at the intersection of Hwy 213 and Beavercreek Road; and
· Providing access for the Oregon City School District Transportation and Maintenance Facility, a future park at the corner of Meyers Road and High School Avenue, and an additional access (on the south end of the campus) to Clackamas Community College.
The project will complete the Meyers Road section between Highway 213 and High School Lane. The roadway will include two travel lanes, a center turn lane/landscaped median, buffered bike lanes, on-street parking on the south side, stormwater treatment facilities, sidewalks, street trees, and street lighting.
