RECOMMENDED ACTION (Motion):

BACKGROUND:

The Oregon City Urban Renewal Commission has determined that there is a need to discuss the future status of the district, including if the district is to be closed or if the district is to remain open and how best to proceed in a manner that is inclusive and responsive to the concerns that have been raised by the general public, including addressing the results from the public vote that limited the use of tax increment funds to only be used to pay down the existing debt. As background information to help facilitate the discussion, staff has included the following information with this commission report:

 

1)                     Response to questions submitted by Commissioner O'Donnell;

2)                     The Urban Renewal Plan - 10th amendment for the Downtown/North End;

3)                     Oregon Revised Statutes Chapter 457 - Urban Renewal;

4)                     Urban Renewal: An Overview - prepared for and presented to the Urban Renewal Commission by Elaine Howard Consulting, LLC in 2013; and

5)                     Downtown Urban Renewal District boundary map.  

 

Staff will be available to assist with the Urban Renewal Commission member discussion as necessary.
