Personal Services Agreement Amendment No. 5 with RH2 Engineering, Inc. for the Hazelwood Drive Sanitary Sewer Replacement Phase 2 Project

RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute Amendment No. 5 with RH2 Engineering, Inc. in the amount of $63,755 to provide engineering design services for the Hazelwood Drive Sanitary Sewer Replacement Project (CI 16-005) Phase II.

 

BACKGROUND:

The City of Oregon City's new Sanitary Sewer Master Plan (SSMP) became effective November 1, 2014. During the update of the master plan, the City's consultant, Brown and Caldwell (B&C), evaluated the City’s sanitary sewer system. The SSMP identified four areas within the City’s existing sanitary sewer collection system that currently have capacity deficiencies during wet weather. Based upon reasonably available information, the findings of the SSMP demonstrated the need for a moratorium in these areas as required by ORS 197.520(2). The Hazelwood Drive Basin was one of the moratorium areas identified. The completion of the construction of this sewer project will allow the Hazelwood Drive sewer moratorium to be lifted.

 

Initial Personal Services Agreement (PSA); PSA Amendment #1; PSA Amendment #2

RH2 Engineering, Inc. was chosen as the design firm for this project, and a Personal Services Agreement was executed with them on April 10, 2017. Amendment #1 and Amendment #2 of this contract included the design of the Area A/Schedule A segments and geotechnical work in the area, as discussed in the authorization for PSA Amendment #2. Amendment #2 effectively separated Areas A and B into two projects, since construction methods and areas were different for the needs of each area (directional drilling for Area B, and pipe bursting or open trench replacement for Area A).

 

PSA Amendment #3

Amendment 3 included project design and bid document preparation for the Area B segment of the project, including bid services and services during construction. Previous work on Area B performed under the original contract and Amendment #1 helped establish the preferred approach for Area B, a new directionally-drilled 12" sewer line in the Hazelwood Drive right-of-way to replace the trunkline where the existing undersized pipe ran through backyards. Because of the close positioning of the existing sewer through existing backyards, significant effort was undertaken to establish a preferred design alternative which would meet the hydraulic goals of the project with minimal impact to existing homeowners. Included in this amendment was the retitle of Area A to Schedule A, and Area B to Schedule B.

 

PSA Amendment #4

Amendment 4 included wetland delineation services for Coffee Creek between Hazelwood Drive and Warner Parrott Road in the Schedule A segment.

 

PSA Amendment #5

Amendment 5 includes project services during construction performed by RH2 Engineering for the Schedule A segment of the project. Because of the additional scope of work, the contract is being increased by $63,755, taking the total not to exceed amount of this contract to $392,777. These funds will come from the FY 2018-2019 fund budget.
