RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute Amendment No. 2 to the Personal Services Agreement (PSA) in the amount of $16,785.75 with DeSantis Landscapes, Inc. to provide landscaping services for the Urban Renewal of Public Works (PS 16-021).

BACKGROUND:
Oregon City is responsible for a variety of ongoing landscape maintenance including approximately 132 sites and 42 acres of rights-of-way, street medians, facilities, water pump stations, and reservoirs. The City’s ongoing landscape maintenance projects can generally be categorized into these five types of properties: Stormwater Division, Street Division, Water Division, Sanitary Division, and Urban Renewal.

The City’s previous landscape contracts reached the end of the original contract terms in April 2016. The City solicited proposals from qualified landscape maintenance service providers beginning in March 2016. A total of seven proposals were received and reviewed by staff. The two-year Urban Renewal contract was awarded to DeSantis Landscapes, Inc. on September 15, 2016, to perform landscape maintenance services.

The contract with DeSantis Landscapes, Inc. stipulates that after the original contract duration, the contract could be extended for up to three (3) additional one-year terms. The first amendment to the original contract expires on April 20, 2019, and Public Works Operations would like to exercise the right to extend the contract term for one more year. In addition, a 5.6% increase has been applied to the one-year Amendment to reflect the Consumer Price Index (CPI-U) adjustment. This second Amendment to the DeSantis Landscapes, Inc. contract for Landscape Maintenance Services for Urban Renewal (PS 16-021) is for one (1) additional one-year term for the amount of $16,785.75 which includes a 2.4% CPI-U increase.
