Adoption of HRB Policy Updates

RECOMMENDED ACTION (Motion):

Staff recommends the HRB vote to approve the HRB Policy Amendments subject to Planning Commission and City Commission comment.

 

 

BACKGROUND:

HRB Policies were first established in 1988 and gave staff the ability to approve alterations to historic resources if the policies were met. The policies are meant to provide clear direction to historic property owners who want to gain approval without going before the Historic Review Board. These amendments inlcudes changes to policies for fences, walls, porches, decks, windows, siding, and solar panels. Public outreach for the HRB Policy Updates project included presentations to the McLoughlin Neighborhood Association, Canemah Neighborhood Association, an Open House on April 2, 2019 and an online survey.   The results of the outreach are summarized in the agenda materials along with staff recommendations for each item. Full survey results are attached as well. Policy amendments are based on a combination of HRB discussions, community input, and Secretary of Interior guidance documents.

 

Changes to HRB Policies require adoption by the Board with specific opportunity for comment from the Planning Commission (PC) and City Commission (CC). The HRB can adopt the policy language subject to PC and CC comments. If any changes are requested by either body, the HRB can consider changes at a future meeting. If no changes are requested, the policies may be adopted as wirtten or amended at this hearing.
