BACKGROUND:

Major public improvements in Historic Districts require HRB approval.  This proposal inlcudes new signage and street markings for a Family Friendly route in Canemah as part of the McLoughlin-Canemah Trail. While staff does not consider this a major public improvement, we did want to share it with the Board as an informational item.  If the Board considers it a major public improvement, it can be submitted for Type III review.

 

The Canemah Family Friendly route is a recommendation of the McLoughlin-Canemah Trail Plan. The McLoughlin-Canemah Trail (MCT) plan was adopted by the City Commission in March 2018 after robust community engagement:

 

 - A Community Advisory Group that met several times and provided a recommendation to the City Commission

 - Greenway for a Day Event that had over 80 particpants

 - Online survey and mailers to residents within the trail area (over 500 postcards mailed)

 - 15 Public Meetings, plus PC and CC hearings

 

During the planning process we heard enthusiastic support for a 20MPH speed limit in Canemah, along with traffic calming. Since the plan was adopted, staff have been designing the family friendly route to officially change the speed limit in accordance with state law. The plans include on street markings along with new speed limit signage, stop signs, and striping at key instersections that will slow traffic. The family friendly route is a pilot project that will potentially be expanded to other streets in the City that also qualify for reduced speed limits.

 

The McLoughlin- Canemah Trail alignment is from 3rd Ave to Ganong to 4th Ave, but the Family Friendly route and reduced speed limit will cover the entire upper Canemah neighborhood in an effort to improve safety for all Canemah residents who walk or bike in the neighborhood.
