RECOMMENDED ACTION (Motion):
Staff recommends approval of the City Commission goals, priorities and milestones developed during the 2019 City Commission goal-setting retreat.

BACKGROUND:
The City Commission met on February 1-2, 2019 to discuss the goals and priorities for the next two years, which is the beginning of a new biennial budget season. The discussion resulted in the continuance of the five existing goals and new priorities that focus on specific milestones and projects to be reached by the end of the biennium (July 1, 2019 - June 30, 2021). The Commission will review progress towards meeting the identified projects and milestones in January 2020. The Commission Goals and Priorities will be incorporated into the budget, which will be reviewed by the Budget Committee and approved by the City Commission in the upcoming months. Attached are the draft goals and priorities for the Commission's review and consideration. Additionally, the redlined version of the draft Commission goals are attached. The redlines reflect the changes that were recommended by the Commission during the February retreat.

There were comments and recommendations that were discussed during the retreat that appear to be related to the implementation of a project or milestone rather than a specific milestone or priority. Staff will work to incorporate these recommendations into their work while implementing the project or milestone, including:

Goal 1: Cove Project - Phase II
Request for additional discussion concerning the project with the new Urban Renewal Commission.

Goal 1: Tourism Plan
The Commission would like to see additional collaboration with the Chamber of Commerce, Downtown Oregon City Association and the business community and opportunities on the Tourism Advisory Committee that will be formed as part of the implementation of the City's Tourism Strategy, including the creation of the gover...
