BACKGROUND:

The city has entered into a contract with Brown & Caldwelll, Inc. to prepare a new Stormwater Master Plan.  Updating the plan is one of the City’s obligations under the National Pollutant Discharge Elimination System (NPDES) municipal separate storm sewer system (MS4) Phase I Permit.  Best management practice (BMP) Element 7-6, “Conduct Master Planning and Implement Capital Projects for Stormwater Quality Enhancement,” identifies that a citywide master plan will be updated by the end of the permit term.

 

The city has advanced low impact development (LID) approaches to stormwater management through updates to its stormwater manual in 2015  and is now looking to incorporate those approaches and methodologies into a revised Stormwater Master Plan.  The Stormwater Master Plan will outline recommended capital projects to address drainage capacity, natural systems protections, water quality, and infrastructure expansions. The plan also investigates options to address aging stormwater infrastructure. The existing stormwater master plan was developed in 1988 and existing acknowledged subarea plans were adopted in 1997. The 2109 Stormwater Plan will be adopted through the Legislative process, which includes both  Planning and City Commission Hearings. This work session will consist of a presentation by the project team to go over the plan approach and goals of the project and provide an opportunity for the Planning Commission to ask questions. Public hearings for this item are scheduled for later this summer.
