Presentation Regarding Public Engagement for the Molalla Avenue Phase 3: Beavercreek Road to OR 213 Project

RECOMMENDED ACTION (Motion):
For information, staff will present the City Commission with information regarding the latest status of the project design and the Public Involvement and Communications Plans.
BACKGROUND:
The Molalla Avenue Phase 3 Project, located between Beavercreek Road and OR 213, is currently in the design phase and expected to be well under construction this time next year. This phase of Molalla is the implementation of years of long-range planning that was first envisioned back in 2001 via the Molalla Avenue Boulevard and Bikeway Improvements Plan and the Molalla Avenue Safety and Enhancement Plan. The objectives of the plans were to produce a set of corridor-specific strategies for roadway improvements, streetscape enhancements, multi-modal improvements, utility and pavement upgrades and rehabilitation, as well as access enhancements and efficiencies along the corridor.
On November 11, 2018, the City Commission awarded a design phase services contract to OBEC Consulting Engineers to complete a wide range of services necessary to deliver the project. Staff has been working with OBEC on all aspects of the project including the public involvement and community communications.
While this project is envisioned to solve a variety of longstanding challenges along the corridor, getting to a final project involves many design considerations and construction impacts. OBEC and its sub-consultant JLA Public Involvement are charged with developing and helping to implement a plan that will guide stakeholder and public involvement throughout the project.
This update will brief the City Commission on the status of the 30% design plans, explain the expectations as we move through the design process, and review key elements of the public involvement plan.
