RECOMMENDED ACTION (Motion):

Award the bid and authorize the City Manager to execute the Contract Agreement in the amount of $719,000.00 with Trench Line Excavation, Inc. to provide construction services to complete the Hazelwood Drive Sewer Replacement Phase 2 Project.

 

BACKGROUND:

The City of Oregon City's Sanitary Sewer Master Plan (SSMP) became effective November 1, 2014. The Hazelwood Drive basin was one of the moratorium areas identified for development restriction until sewer system improvements were made. The current moratorium expires October 1, 2019. Completing construction of planned sewer improvements will allow the Hazelwood Drive Sewer Moratorium to be lifted. Hazelwood is the last moratorium area currently enforced under the Public Facilities Strategy and will complete the City’s entire development moratorium. It is the City’s goal to have serviceable sewer improvements in place to lift the Public Facilities Strategy prior to October 2019.

 

The existing sewer system alignment runs through private backyards in proximity to Coffee Creek within a public utility easement and along the centerline of Warner Parrot Road. Construction concerns exist within the area between properties of 1010 Hazelwood Drive and 1012 Hazelwood Drive where the work area is tight between buildings and crosses the intermittent creek. Groundwater is also a concern where it can rise above the depths of the sewer line depending on the time of year. A portion of the work requires a Department of State Lands permit restricting construction during the In-Water Work Period from July 1 through October 15. A traffic control plan will be directed through or around the work area on Warner Parrot Road to minimize possible traffic disruptions.

 

The design team considered several design options including replacement in place, moving to new alignments, and several intermediate options. Pipe inspections revealed that the existing pipe conditions were favorable for an open cut pipe installation throughout Phase 2. Open cut was recommended because pipe bellies (sagging lines holding water) were discovered in the existing pipes and open cut pipe replacement would allow the contractor to excavate and re-grade the foundation under which the new pipeline will be built. Phase 2 encompasses installation of a new 12” diameter pipeline along the existing alignment (1,104 LF), installation of a new 12” diameter pipeline which is slightly offset from the existing alignment (166 LF), reconnection of approximately 15 sewer laterals, and construction of up to six sewer manholes. Phase 2 will enlarge pipes upstream of Phase 1 to the Warner Parrot Road and Shenandoah Drive intersection and will complete the Hazelwood Drive Sewer Replacement project.

 

In February 2019, the project was advertised, and on March 7, 2019, the bid opening was held. Five bids were received. City staff and RH2 Engineering, Inc. personnel reviewed the bids and determined that Trench Line Excavation, Inc. was the low responsive bidder. The contract award value is seven hundred and nineteen thousand, and 00/100 dollars ($719,000.00).
