Second Reading of Ordinance No. 19-1002, False Alarm Reduction and Permit Program

RECOMMENDED ACTION (Motion):

City Commission approve and adopt the second reading of Ordinance No. 19-1002, an Ordinance amending Title 5: Business Licenses and Regulations, Chapter 5.08: Alarm Systems, of the Oregon City Municipal Code, 2001.

 

BACKGROUND:

The Commission approved the first reading of Ordinance No. 19-1002 at the March 6, 2019 City Commission meeting, now its back for the second reading and final adoption. The City entered into a contract with PM AM Corporation (PMAM) on February 6, 2019 to operate the alarm program.

Due to the decommissioning of the County’s current software program in July 2018 and with the anticipated increased number of alarm permits projected with the Oregon City population growth; PMAM’s program should also result in greater compliance of existing alarm systems. This compliance includes billing, education of citizens, managing collections, and software maintenance; as well as decreased false alarms which will result in increased response time for true alarm occurrences.

The purpose of the Ordinance is to amend the current ordinance and establish updated fees.

 

BUDGET IMPACT:

Amount: Revenue increases are anticipated due to enrollment of non-compliant customers.
