RECOMMENDED ACTION (Motion):
For information Staff will present the City Commission with information regarding the proposal to install street bollards and regulatory signage at the Promontory Avenue and Creed Street Overlook.

Background
The Promontory Avenue and Creed Street Overlook is a longstanding community asset providing one of the City’s most prominent public vista. Unfortunately over the last two years the area best known as the Overlook has been troubled with nuisance and vandalism. Neighbors have witnessed and reported a variety of criminal activity as well as intimidating behavior that is impacting the livability of the area.

At the January 16th City Commission Meeting representatives from the Creed Street area including representatives from the Rivercrest Neighborhood spoke under public comment where they also presented a letter and pictures of evidence of some of the more recent vandalism. In response to the public comment, the Mayor directed the City Manager to hold a meeting with the neighborhood representatives, the Police Chief, Public Works Director, Community Services Director, and City Commissioner Frank O’Donnell and to work through to a proposal to resolve the ongoing and regular nuisance and vandalism.

On January 31, 2019 the Staff met with Rivercrest Neighborhood Representatives and discussed several ideas that could be implemented at the Promontory Overlook area and concluded that the best first step to improving the conditions would be to prohibit the on street parking along Creed Street. The general consensus was the problem behavior plays out when outsiders not living in the immediate area drive to the Overlook and park and loiter with no good purpose other than to hang around being loud and behaving badly.
