RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the Reimbursement Agreement with Bonneville Power Administration (BPA) in the amount of $379,873.00 to provide final design work, environmental review, and construction activities necessary to accommodate the Meyers Road Extension Project across BPA’s right of way.

BACKGROUND:
The City executed a Personal Services Agreement (PSA) with OBEC Consulting Engineers in April 2017 to design and prepare contract documents for the Meyers Road Extension Project. Upon outreach to BPA related to the construction of the Meyers Road Extension Project, BPA identified vertical clearance issues within the proposed roadway alignment.

Two sets of overhead transmission lines traverse the area, the Big Eddy-Chemawa No. 1 230 kV line and the Ostrander-Pearl No. 1 500 kV line. Adequate vertical clearance exists for the 230 kV line. The 500 kV line presents vertical clearance issues related to the National Electrical Safety Code (NESC) standards. The City executed a reimbursement agreement with BPA in February 2018 to complete scoping and preliminary design work that would provide options available to address the vertical clearance issues. In order to mitigate the violation of the < 5 kV/m e-field requirement, structure 10/6 on the Ostrander-Pearl No 1 500 kV line will need to be relocated and raised.

This reimbursement agreement provides for final design work, environmental review, and construction activities necessary to accomplish mitigation of the e-field violation of the Ostrander-Pearl No. 1 500kV line created with the construction of the Meyers Road Extension Project.

BPA has provided a completion date for all work associated with relocating and raising the structure that is estimated to be September 1, 2020.
