RECOMMENDED ACTION (Motion):

Staff will provide an update on the Parks and Recreation Master Plan and support a discussion by the City Commission on the proposed goal.

 

BACKGROUND:

Goal 5: Maintain Fiscal Health & Long Term Stability

Parks and Recreation Master Plan

* Update the Parks and Recreation Master Plan, Capital Improvement Plan and complete a

System Development Charge analysis for the City's parks system.

*Adopt the appropriate Rate and System Development Charge to implement the projects

identified in the Master Plan.

 

Oregon City last conducted a full Parks and Recreation Master Plan in 1999, with an updated 5-year vision implementation plan in 2008.  As our community continues to see growth and changing demographics, it is important to update our planning documents to maintain a connection with community needs and plan for future growth.  Research has shown that parks, open spaces and recreational facilities are a central component to making a great city.  Parks improve public health, protect natural ecology, raise property values, and foster civic bonds and quality of life.  Community Services staff are recommending conducting a full Parks and Recreation Master Plan update to strategically define an executable vision for the future of our parks and recreation system.

 

In addition to the Master Plan update, staff are proposing to update the Capital Improvement Plan (CIP) and complete a System Development Charge (SDC) analysis for the City's parks system to implement the projects identified in the Master Plan.  It is anticipated that the Parks and Recreation Master Plan will cost approximately $100,000 with the CIP update and SDC analysis costing approximately $50,000.
