RECOMMENDED ACTION (Motion):
Staff will provide an update on the status of the latest Water Master Plan Capital Improvement Plan (CIP) update efforts related to the implementation of the water infrastructure needed for the Beavercreek Road Concept Plan. Staff recommends the Commission provide recommendations concerning implementation of the Beavercreek Reservoir, Pump Station, and other related water system capital improvements and provide any recommendations on prioritization and funding strategies for the Beavercreek Road Concept Plan water systems.

* Identify the preferred location, funding methods and necessary agreements to
construct a new Beavercreek Reservoir and Pump Station to meet the distribution
needs in this area.

The Beavercreek Road Concept Plan is a guide to the creation of a complete and sustainable community in southeast Oregon City. The 453-acre site is located along the east side of Beavercreek Road, generally south of Thayer Road. Though the site is within the urban growth boundary, much of the site has not been annexed into the City. The Concept Plan provides a framework for the future urbanization of the land in accordance with the Comprehensive Plan and Metro's Urban Growth Management Functional Plan.

The plan foresees a multi-use community that has synergistic relationships with Clackamas Community College, Oregon City High School, and adjacent neighborhoods by balancing over 5,000 jobs with over 1,000 homes/apartments/condos. The Beavercreek Road Concept Plan was initiated in 2006 and after a series of review from the courts, was affirmed in late 2018. The City is currently working with the community to adopt zoning and Comprehensive Plan designations and associated code amendments to implement the vision of the Concept Plan.
