RECOMMENDED ACTION (Motion):
Staff will provide an overview of the Comprehensive Plan Update project, process, and funding before supporting a discussion by the City Commission on the proposed goal.

BACKGROUND:
Goal 4: Pursue Opportunities to Increase Transparency and Encourage Citizen Participation
Comprehensive Plan Update
· Identify grant opportunities and begin the process to update the Oregon City Comprehensive Plan.

The Comprehensive Plan provides a framework for how the City will comply with state requirements and evolve over time. Last adopted in 2004, the Comprehensive Plan ensures that land resources are thoughtfully and efficiently used, that public services are cost-effective and adequate, that natural and historic resources that help define the city’s character are protected and preserved, and that citizens will have continuing influence on the on-going decisions about the growth and development of their community. The plan provides a balanced approach to protect and maintain the quality of life and social and economic vitality of the community.

Updating the Comprehensive Plan provides an opportunity to revise the plan to reflect the changes in the community since original adoption. Implementation of the goal begins with in-depth community visioning to understand our community's vision of the future before comparing that vision to the existing Comprehensive Plan. The project is then anticipated to be broken into a series of smaller refined projects analyzing how the plan should be updated to reflect the vision of the community, or balance competing visions. Completion of the project is expected to take a number of years and likely to result in a list of follow up projects, which may include projects previously identified by the Planning Commission or Natural Resources Committee.
