RECOMMENDED ACTION (Motion):

Staff recommend that the City Commission authorize the purchase and installation of a new restroom building for Chapin Park.  The purchase price of the restroom is $327,858.58 and is an authorized and budgeted expenditure within the FY2018-19 biennial budget.

 

BACKGROUND:

Oregon City Parks replacements are managed through our Parks Improvement fund. Every year, we assess our park infrastructure and search for opportunities for the best improvement impacts for our community.  Funds are carefully budgeted for strategic replacement of facilities that have out lived their useful lifespan.  This particular restroom building was most likely placed in the 1970's during the time of development in the area and has seen heavy use and degradation.  Chapin Park is one of our most active parks for sports tournaments and events, team practices, picnic shelter reservations and fitness walkers.  The new restroom will add additional capacity to meet the needs of park users.

 

We will be cooperatively working with Romtec on the design and installation of the restroom building and other improvements at the park site.  Other improvements will include landscaping, tree planting, bench repairs, lighting and a new sign. 

 

For this purchase, staff is utilizing the Keystone Purchasing Network (KPN) contract.  This is a Permissive Cooperative Procurement process.  This purchasing program complies with all state procurement requirements set forth under ORS 279A.215.
