Personal Services Agreement Amendment No. 5 with Brown and Caldwell Updating the City’s Stormwater Master Plan

RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute Amendment No. 5 of Personal Services Agreement with Brown and Caldwell to perform planning and engineering services for the additional tasks needed to update the City’s Stormwater Master Plan.
BACKGROUND:
Updating the Stormwater Master Plan is one of the City’s obligations under the National Pollutant Discharge Elimination System (NPDES) municipal separate storm sewer system (MS4) Phase I Permit. Best management practice (BMP) Element 7-6, “Conduct Master Planning and Implement Capital Projects for Stormwater Quality Enhancement,” identifies that a citywide master plan will be updated.
The City is developing the Stormwater Master Plan update to replace the outdated planning documents that date back as far as 1988. Previous planning efforts include a 1988 Drainage Master Plan and two basin-specific master plans prepared in 1997 for the South End and Caufield Basins. Projects and priorities from previous master plans are outdated and some are no longer applicable.
In 2016, the City retained Brown and Caldwell to perform planning and engineering services to develop a new Stormwater Master Plan. That original contract anticipated a June 30, 2017 completion date, however after a variety of delays and priority changes the document is now expected to be presented to the public and City officials for adoption in 2019. To finalize the draft documents, staff requested Brown and Caldwell (BC) to provide additional tasks needed at this time for completing a comprehensive and updated document for short and long-term planning of stormwater infrastructure systems. A summary of the contract amendment History is as follows:
Original Contract Public Service Agreement authorized in 2016; $203,590.00
Amend No. 1 Data collection for up to 125 stormwater structures to support hydraulic modeling; $28,804
Amend. No. 2 Contract time extension from June 30, 2017 to February 28, 2018
Amend. No. 3 Data collection and coordination for hydraulic modeling inventory, and emergency calculation assistance during the assessment of the 15th Street Storm Drain system; $14,000.00
Amend. No. 4 Contract time extension from February 28, 2018 to June 31, 2018
Amend. No. 5 Additional tasks to complete the final draft documents with performing analyses to reflect 2019 conditions and providing Capital Improvement Program (CIP) project fact sheets that reflect 2019 dollars; $53,772.00.
Final Authorization including this City Commission action includes a contract amendment date of July 31, 2019 and a final contract authorization with Brown and Caldwell for $300,166.00.
