RECOMMENDED ACTION (Motion):

Staff recommend that City Commissioners and Parks and Recreation Advisory Committee (PRAC) Representatives discuss strategies for long-term funding of operations and maintenance of City Parks and Recreation facilities.

 

BACKGROUND:

City Commission's adopted goals for the 2017-19 biennium include Goal 2 of addressing critical facility needs. Commission directed staff to review Parks and Recreation deferred maintenance needs and to identify funding options to address the identified deferred maintenance. Goals are identified as the following:

 

1. Develop future revenue options for long-term maintenance of City Parks and Recreation Facilities; and

2. Continue to increase funding to address deferred maintenance for the City Parks and Recreation Facilities.

 

At the September 19, 2018 joint meeting of the City Commission and Parks & Recreation Advisory Committee, staff presented information on the Parks Deferred Maintenance list, the Facilities Deferred Maintenance list and the Park Funding Options list. Additionally, information concerning the financial impacts of the Park Funding Options was presented during the work session focusing on funding both:

 

1. Ongoing operation and maintenance needs; and

2. Capital needs for deferred maintenance.

 

Staff received direction to bring back options for next steps at this Work Session.  A presentation will focus on communication strategies and public involvement strategies leading up to a public vote.
