RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the contract for the Construction Manager/General Contractor (CM/GC) Alternative Contracting Method for the Police and Municipal Courts Building with P&C Construction.

BACKGROUND:
On September 19, 2017, the voters of Oregon City authorized the issuance of bonds in the principal amount up to $16 million to provide a new Police and Municipal Court Facility. These funds will be added to the existing Community Safety Advancement Fee (CSAF) revenues in reserve. On November 15, 2017, the City Commission approved Resolution No. 17-28 to authorize and execute the sale and issuance of the bonds, and related transactions.

The City has already contracted with a Technical Advisor (McClaren Wilson & Lawrie, Inc.) Project Manager/Owner’s Representative (PlanB Consultancy), and an Architectural Firm (FFA Architecture and Interiors, Inc.) to begin developing concepts for the construction of the new Police and Municipal Courts Building. Because of the technical challenges related to security, confidentiality, and a police department’s interaction with the community; the Commission approved an exemption to the typical “design, bid, build” process to use a “Construction Manager/General Contractor (“CM/GC”) process.

The City issued a Request for Qualifications for CM/GC services for the Police and Municipal Courts Building. Three proposals were received on October 12, 2018, and a selection committee chose to interview all three candidates on October 25, 2018. Of these firms, the selection committee determined that P & C Construction (P & C) was the best choice for this important City project. A copy of the proposal from P & C is attached. As demonstrated in that proposal, P & C has extensive experience with civic projects, including public safety facilities, as well as using the CM/GC process.
