Title

Resolution No.18-37, Declaring an Emergency and Exempting the South Fork Water Board and the Oregon City Department of Public Works from Prohibition against Unlawful Noises on a Temporary Basis

Body

RECOMMENDED ACTION (Motion):

Staff recommends the City Commission review and approve Resolution 18-37.

BACKGROUND:

On July 19, 2018, a low pressure/low volume leak was discovered in the 30-inch water supply line owned and maintained by South Fork Water Board. The line located along the unimproved Hiram Avenue right-of-way on the west side of the Hunter Hills subdivision in Oregon City provides drinking water to Oregon City, West Linn, and parts of the Clackamas River Water (CRW) service district.

As part of the repair process, South Fork Water Board is constructing a new 42-inch waterline to bypass the leak in the 30-inch pipe, which will allow for the leak to be fixed while maintaining a water supply to customers. During the repair, pump stations in the area will be temporarily shut down and the water system will rely on water stored in existing reservoirs. Because of the sensitive nature of this project and to minimize impacts on the community, night work is necessary to allow repairs to be completed and to reduce the total time the pump stations are shut down. Additional time may be necessary if weather or other circumstances do not permit the work to be accomplished during the anticipated timeframe.
