RECOMMENDED ACTION (Motion):
Staff recommends approval of Resolution No. 18-35, a Revocable Long-Term Obstruction in the Public Right-of-Way at 716 4th Avenue.
BACKGROUND:
The applicant proposes a long-term obstruction in the right-of-way along the 4th Avenue frontage adjacent to their property at 716 4th Avenue. The obstruction will include one approximately 54-foot long retaining wall. The purpose of the wall is to increase the capacity of on-street parking. Currently, on-street parking here is limited by steep-slope topography adjacent to pavement edges. The three and one-half foot tall embankment along the property’s frontage is proposed to be excavated back 6 feet to accommodate the wall and on-street parking.
Public Works notes a pavement width of approximately 22 feet at the property’s frontage. When vehicles are parked along the limited roadway shoulders, the paved width is encumbered beyond what is considered the minimum safe width for fire apparatus (20 feet). The proposed retaining wall will enable a six-foot graveled shoulder for parking per Public Works permit PST-18-00010.
The wall is to be constructed per plans provided by a professional engineer. The exposed height will be no more than 2 feet. The slope behind the wall will taper up from top-of-wall to the current grade of 3 ½ feet above roadway grade over a distance of 3 feet. The proposed construction will incorporate a back-of-wall drainage pipe and be backfilled with drain rock according to plans approved by Public Works.
