RECOMMENDED ACTION (Motion):

Authorize the City Manager to execute Amendment No.1 for the Personal Services Agreement (PSA) with Murraysmith, Inc., in the amount of $44,954.00, to provide roadway reconstruction services (CI 18-001).

 

BACKGROUND:

The City of Oregon City's transportation system includes about 125 miles of City-owned surface streets that require periodic maintenance. The City established a Pavement Maintenance Utility Fee (PMUF) in 2007 to help address the maintenance needs for these streets. A majority of these fees are meant to be spent on reconstruction and restoration of existing roadways. Murraysmith, Inc. has provided services to the City to complete pavement rehabilitation designs using this funding.

 

In January 2018, the City executed a Personal Services Agreement (PSA) with Murraysmith, Inc., in the amount of $342,355.00 for the 2018 Oregon City Roadway Reconstruction Project. The project included the design and construction of streets identified for pavement rehabilitation in 2018.

 

The original scope of work assumed construction inspection and administration over a two-month period (mid-July to mid-September 2018). Since execution of the original PSA two changes have occured 1) the contract time needed to complete the work has been extended due to time needed for the franchise underground utility work to be completed on High Street and S 2nd Street; and 2) the paving work has been expanded to include additional paving on 2nd Street and 3rd Street.  The substantial completion date for this project is proposed to be adjusted from August 31, 2018 to November 15, 2018 (an additional 11 weeks). As a result of this scheduled add, an additional 9-weeks of construction inspection budget is needed to cover the contract time extension.
