RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the Personal Services Agreement (PSA) in the amount of $139,248.00 with Murraysmith, Inc. (Murraysmith) to provide engineering services for the Inflow and Infiltration (I/I) characterization and reduction program.

BACKGROUND:
The City conducts an ongoing program to improve the sewer collection system by reducing unwanted surface water inflow and groundwater infiltration. Inflow occurs when surface water drainage is improperly piped into the sewer system. Infiltration occurs when cracks or other defects in the sewer lines allow groundwater to enter. Unwanted I & I that gets into the sewer system increases the risk of sewage overflows and unnecessarily increases the volume of wastewater treated at the treatment plant, ultimately increasing ratepayer costs.

Smoke testing of select areas was completed in September 2018 following flow monitoring of the sewers carried out in 2012 and early 2016. Based on flow monitoring and smoke testing results, the City has identified priority focus areas to target solutions to storm sewer / sanitary sewer cross connections, illegally connected private gutter downspouts, and to further investigate pipe conditions for infiltration.

The attached scope is for engineering assistance from Murraysmith for further interpretation of testing results, assistance with planning further pipe condition assessment efforts, and development of short, medium and long-term correction CIP (Capital Improvement Project) programs. Tasks also include developing policy and construction standards for rehabilitation or replacement of private laterals and disconnection of inflow sources such as gutter downspouts and foundation drains.
