Parks Deferred Maintenance and Funding Discussion

RECOMMENDED ACTION (Motion):
Staff recommend that City Commissioners and Parks and Recreation Advisory Committee (PRAC) Representatives discuss funding options for long-term maintenance of City Parks and Recreation facilities.
BACKGROUND:
City Commission's adopted goals for the 2017-19 biennium include Goal 2 of addressing critical facility needs. Commission directed staff to review Parks and Recreation deferred maintenance needs and to identify funding options to address the identified deferred maintenance. Goals are identified as the following:
1. Develop future revenue options for long-term maintenance of City Parks and Recreation Facilities; and
2. Continue to increase funding to address deferred maintenance for the City Parks and Recreation Facilities.
Attached to this staff report is the Parks Deferred Maintence list, the Facilities Deferred Maintenance list and the Park Funding Options list. Additional information concerning the financial impacts of the Park Funding Options will be presented during the worksession.
The presentation will focus on the Parks and Recreation deferred maintenance backlog and potential funding strategies for ongoing operation and maintenance needs as well as capital needs. The conversation will follow this general agenda:
