Amendment to the Personal Services Agreement with Rick Williams Consulting to Rescope Remaining Funds from Previous Contract

RECOMMENDED ACTION (Motion):
Staff recommends that the City Commission approve the Personal Services Agreement amendment with Rick Williams Consulting.
BACKGROUND:
On May 18, 2016, the City Commission approved a $62,000 contract with Rick Williams Consulting to provide updated parking counts in downtown and create a Transportation Demand Management (TDM) Plan. The plan, an ancillary document of the Riverwalk Master Plan, examined opportunities and challenges in parking, access, and transportation related to the redevelopment of the Willamette Falls Legacy Project site. The plan also outlines and prioritizes TDM strategies for Oregon City, leveraging existing conditions and providing the flexibility to respond to opportunities for action as they arise.
This is an amendment to the previous Personal Services Agreement which supports the City’s desire to create a city-led TDM Implementation Advisory Committee to work with stakeholders and city staff to implement the TDM plan over time and ensure coordination so that downtown projects are scoped to support the goals of the adopted TDM plan. Committee members will be made up of people who work or have interest in the downtown and Legacy Project site including: city staff, business and property owners, neighbors, tourism advocates and the Downtown Oregon City Association (DOCA).
The attached scope utilizes the unused funds ($9,360) from the previous contract plus an extra $270 from the Willamette Falls Legacy Project biennium budget. Since the City Commission approved the initial contract this amendment and contract extension is also proposed for review before the City Commission. This contract expires on December 31, 2020.
