RECOMMENDED ACTION (Motion):
Authorize the City Manager to execute the Intergovernmental Agreement (IGA) for Molalla Avenue Phase 3: Beavercreek Road to Highway 213 Project.

BACKGROUND:
In August 2016, Oregon City nominated the Molalla Avenue Corridor from Beavercreek Road to Highway 213 for the Metro Regional Flexible Funds Allocation Grant Program, under the Active Transportation/Complete Street category. The Molalla Avenue Project scored well in the technical evaluation process and received positive comments during the public comment process. The project was also well received during the subregional prioritization process with C4.

At the January 20, 2017, Metro Council meeting, the Molalla Avenue Project was awarded $3,800,632.00 in grant funds as a project that makes walking, biking, and access to transit easier in the Metro region. Oregon City proposed a match of $2,000,000.00 in Transportation System Development Charges and $2,000,000.00 in Pavement Maintenance Utility Fee funds for a total project cost of $7,800,632.00. Additionally, the project was selected for inclusion in a ‘fund swap’ program which allows Oregon City to proceed with grant funding that is local funds administered through Metro rather than federal funds administered by the Oregon Department of Transportation. Being administered through Metro means that the grant will be a reimbursement grant and will require the City to incur all the expenses and request reimbursement from Metro, as identified in the IGA.

The majority of the project work will occur on the west side of Molalla Avenue with some work occurring on the east side. Streetscape improvements shall include the following:
