RECOMMENDED ACTION (Motion):
Adopt Resolution No. 18-22 to add additional sanitary sewer infrastructure projects to the City’s Capital Facilities Improvement Plan.

BACKGROUND:
The City adopted Ordinance No. 14-1012, an update to the Oregon City Sanitary Sewer Master Plan (SSMP), an ancillary document to the Oregon City Comprehensive Plan, that includes the City’s recommended Sanitary Sewer Capital Improvement Plan (CIP), pursuant to ORS 223.309(1). The CIP lists the capital improvements the City wishes to construct that may be funded through revenues generated by system development charges (SDCs).

The City’s CIP list may be modified “at any time” pursuant to ORS 223.309(2). In 2007, Oregon City voters expanded the city limits by approving an annexation area of approximately 122 acres that included various properties located within the Beavercreek Road Concept Plan. In 2016, the City adopted the legislative file, LE-15-03, for the re-adoption of the Beavercreek Road Concept Plan (BRCP), an ancillary document to the Oregon City Comprehensive Plan. The BRCP area includes properties with an approximate total area of 453 acres located along the east side of Beavercreek Road from Old Acres Lane in the south to Thayer Road in the north.

The City’s SSMP identifies capital improvements recommended for the future sanitary sewer collection system to meet projected future demands to serve the future developments in the BRCP area, including future trunk sewers in Beavercreek Road and Meyers Road east of Beavercreek Road. Further planning has determined that the future trunk sewers shall provide much of the capacity for the upstream future flows from the east side of Beavercreek Road in the BRCP area.
