LEG-18-00001: Development Code Amendments including Equitable Housing Work Session #4

RECOMMENDED ACTION (Motion):

Open the public hearing and take testimony from the public, and adjourn to Work Session.

 

BACKGROUND:

Planning Division staff and consultants have been working with the community to provide updates to the development standards within the Oregon City Municipal Code. The standards include a variety of topics such as options for additional housing opportunities as well as other changes which were not reviewed by the equitable housing advisory committees. A previous work session on July 23  discussed the "missing middle" housing code amendments.

Based on the Planning Commission's direction, this work session is intended to include a more detailed discussion of the updated package of code amendments which primarily add clarity to the amendments previously identified.

No additional major changes are anticipated unless directed by the Planning Commission.

Staff has added additional open houses and worksessions to accomodate further input on the proposed amendments. A revised schedule is attached.

The public and the Planning Commission are encouraged to provide written comment.

 

Attached to this report are the following documents:

- Proposed Code Amendments. Changes to the code since the last worksession are indicated with red lettering. All new code language is indicated with underlined lettering. Code language to be removed or relocated is indicated with strikethrough lettering.

- A code matrix, with column headings organized by chapter provides a summary and explanation of the changes (To be posted 8.7.18).

- A written summary of the code changes  (To be posted 8.7.18).

- Report from Replinger and Associates regarding anticipated Transportation Impacts and compliance with the Transportation Planning Rule.

- Revised Schedule of Open Houses, Work Session and Public Hearings.
