RECOMMENDED ACTION (Motion):

No action is required. This is a presentation and work session.

 

BACKGROUND:

Changes are proposed to the Oregon City Municipal Code. The proposal includes amendments to the text of the Oregon City Municipal Code including:

 

1. Increased opportunities for housing. A majority of the recommended changes are from our equitable housing project which identified opportunities to support and incentivize a diverse, quality, physically accessible, affordable housing choices with access to opportunities, services and amenities as well as the removal of barriers. The project included was driven by the community at more than 18 public meetings (including a workshop, city advisory groups, and a project advisory team), as well as two online community surveys, and stakeholder interviews.

 

2. Amendments identified by staff including general clarification, reformatting, and amendments to address concerns identified over the years.  

 

As a whole, the amendments result in greater opportunities for housing, reduce many regulations, streamline processes, provide clarity around existing standards, address some concerns, and are formatted so they are easier to follow.  This proposal does not include any changes to the adopted zoning map including any additional architectural requirements for projects located within the OCMC 17.40 Historic Overlay District. or any city-initiated construction or development. A summary of the equitable housing Project Advisory Team recommendations as well as specific amendments is provided at the bottom of this page.

 

Please note that the amendments are likely to change throughout the review process to respond to the public as well as the Planning and City Commissions.  In order to allow you to keep up with the changes, the date of the amendments is provided below.

 

 

Tentative Schedule:

 

The amendments will be reviewed at a series of public hearings before the Planning Commission prior to the second round of review by the City Commission.  All meetings will be held at Oregon City, City Hall, 625 Center Street, Oregon City at 7 pm unless otherwise noticed. Any interested party may testify at the hearings (limited to 3 minutes) or submit written comments (no limitations to length or frequency) at or prior to the public hearings while the record is open. All hearing materials are available at here seven days prior to the public hearings.  The tentative dates are provided below and are subject to change.
