RECOMMENDED ACTION (Motion):

Award the bid and authorize the City Manager to execute the Contract Agreement in the amount of $849,485.00 with Braun Construction and Design LLC to provide construction services to complete the Hazelwood Drive Sewer Replacement Phase 1 Project.

 

BACKGROUND:

The City of Oregon City's Sanitary Sewer Master Plan (SSMP) became effective November 1, 2014. The Hazelwood Drive basin was one of the moratorium areas identified for development restriction until sewer system improvements were made. The current moratorium expires October 1, 2018, and is planned to be presented to the City Commission with a recommendation to extend to October 1, 2019. Completing construction of planned sewer improvements will allow the Hazelwood Drive Sewer Moratorium to be lifted. Hazelwood is the last moratorium area currently enforced under the Public Facilities Strategy. It is the City’s goal to have serviceable sewer improvements in place to lift the Public Facilities Strategy prior to October 2019.

 

The existing sewer system is complicated by its alignment through private backyards and its proximity to Coffee Creek. Multiple access concerns exist within the area of the existing sewer alignment where the piped system meanders through creek crossings, under trees and structures all within multiple backyards between 923 Hazelwood Drive and 1012 Hazelwood Drive. Performing deep excavation work in these quarters would be very costly and disruptive to residents and the stream.

 

The design team considered several design options including replacement in place, moving to new alignments and several intermediate options.  Geotechnical investigations revealed that subsurface conditions were favorable for a trenchless Horizontal Directional Drilled (HDD) installation of a new pipeline in the Hazelwood Drive right of way. HDD was recommended over open cut because the depth required in this alignment exceeds 20 feet and the alignment is in hard bedrock.  Given the special nature of HDD and the limited number of qualified contractors with this specialty, it was decided to split the project into two phases to encourage competitive bidding on the HDD work. Phase 1 encompasses installation of a new 14” HDD pipeline (498 LF) and another 921 feet of connecting segments located and split between each end of the HDD work. Phase 2 which is scheduled to bid later this summer, will enlarge pipes upstream of Phase 1 to the Warner Parrot Rd and Shenandoah Drive intersection.  Phase 1 and 2 will complete the project and end the Moratorium. In addition to Phase 1 and 2, Staff anticipate a future pipe rehabilitation project associated with repairing the original alignment that parallels the creek later using smaller diameter piping that would be inserted into the old piping, therefore minimizing the amount of open cut excavation.

 

The City has obtained a bid from Braun Construction and Design LLC for a contract to construct the Phase 1 design prepared by RH2 Engineering, Inc. This selection was based on input from the engineering firm of record and the availability of local contracting firms. The contract award value is eight hundred and forty-nine thousand, four hundred and eighty-five and 00/100 dollars ($849,485.00).
