RECOMMENDED ACTION (Motion):

Award the bid and authorize the City Manager to execute the Contract Agreement in the amount of $60,746.00 with Brown and Caldwell, Inc. for engineering services related to administering and managing the City’s State and Federal NPDES Permit for a one-year term.

 

BACKGROUND:

On March 15, 2011, the Oregon Department of Environmental Quality issued a renewed Phase I National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit for the Clackamas County jurisdictions. The City is scheduled to apply for and receive a new NPDES permit with new guidance and requirements from the State. The City of Oregon City is a co-permittee on the permit along with the other municipalities within Clackamas County. Each co-permittee is responsible for ensuring that its respective agency meets the requirements outlined within the permit for each of their respective agencies.

 

Brown and Caldwell provides consulting engineering services to each of the respective agencies and oversees the overall coordination of the permit for the co-permittees. Brown and Caldwell is also one of the short-listed consultants on the City’s short list for utility infrastructure improvements authorized by the City Commission on January 21, 2015.

 

This Scope of Work reflects activities to be completed in the 2018-2019 fiscal year, including work assisting with the permit report due in November, 2018, associated with the NPDES MS4 permit and Total Maximum Daily Load (TMDL) compliance, and includes potential NPDES MS4 permit negotiations with the Oregon Department of Environmental Quality (DEQ).
