I-205 Widening & Seismic Improvements - Oregon Department of Transportation Project Summary and Construction Impacts to a Charter Protected Park (Jon Storm Park)

Body

RECOMMENDED ACTION (Motion):

Provide feedback and guidance as needed.

BACKGROUND:

ODOT is progressing on the I-205 Widening and Seismic Improvements Project, which will address congestion and traveler safety issues on a seven-mile stretch of I-205 between Stafford Road and OR 213.

Aside from congestion concerns, the Abernethy Bridge is vulnerable to severe damage or collapse in the event of a major earthquake. Locally we understand how critical the Abernethy Bridge and the overall I 205 route is in getting supplies and services to the region. In addition to widening and seismic upgrades, the project includes on and off ramp improvements at the 99E interchange.

Preliminary designs for how ODOT and its Project Design Team (HDR, Inc.) envisions the Abernethy Bridge to be widened are moving forward. Impacts to the areas inside and outside the ODOT rights of way are becoming more understood as the design and construction feasibility review process moves forward. Temporary and long-term impacts to both sides of the Willamette River are anticipated. Impacts to Jon Storm Park both inside and outside the ODOT rights of way have been proposed.

The work proposed to Jon Storm Park requires a public voting process established in the Oregon City Charter Chapter X - Parks and Natural Beauty. ODOT understands the City’s Charter protections as related to Jon Storm Park and will be sharing their project information and seeking a public approval vote in November 2018.
