BACKGROUND:
Representatives from the Downtown Oregon City Association (DOCA) will be providing the City Commission an update on the value of the Main Street program and the on-going partnership with the City. The presentation will include an update on DOCA's strategy, new organizational model, funding plan after the sunset of the Economic Development District in July of 2018 and the projects, programs and vision of the organization in the future. The adopted Oregon City budget includes the investment of $60,000 into DOCA, which will occur after July 1, 2018, to help support successful economic development initiatives and the creation of an active, vibrant downtown in a fiscally responsible manner.

A request was made to determine if there were previous Commission discussions concerning the length of time that the City would contribute to the program. Staff performed a quick review of the adopted written minutes from several meetings (11/19/08; 12/9/08; 12/17/08; 9/7/10; 12/1/10; 2/2/11 and 3/16/11) and was unable to find a discussion concerning the length of time the contribution would continue in the written minutes. Staff did identify in the December 17, 2008 Memorandum of Understanding (Exhibit 1) between the City Commission, Urban Renewal Commission and City of Oregon City Main Street Board references to future funding; including:

Section 3.i: The Main Street Board will work to become financially independent
of all City funding for staffing and operations, but will continue to
work cooperatively with the Urban Renewal Commission on
revitalization projects in the Main Street District.

Section 4.d: Continue to provide some level of funding to the Main Street Board
for a undefined period until the Main Street Program can become
self-sufficient. It is anticipated that funding for this program...
